Special Interest Session Highlights the Importance of Coordinated Governance for Connected, Cooperative and Automated Mobility

The Special Interest Session, Shaping Europe’s Mobility Governance: Policy Pathways for CCAM Orchestration and Sustainable Urban Mobility, brought together representatives from Horizon Europe projects, city networks and industry to discuss the governance frameworks needed to support the deployment of Connected, Cooperative and Automated Mobility (CCAM) across Europe.

The discussion reinforced several key messages that are essential for the successful implementation of automated mobility:

  • Effective CCAM deployment depends on transparent coordination and collaboration between public authorities, industry, research projects and other stakeholders.
  • Cross-sector cooperation is essential to overcome fragmented approaches and establish coherent governance structures.
  • Strengthening awareness and operational capacity within local and regional authorities is critical for the successful implementation of CCAM solutions.
  • Clearly defined priorities help align governance frameworks, pilot activities and investment strategies.
  • User needs and public acceptance must remain at the centre of deployment efforts to ensure trust and maximise societal benefits.

The session featured contributions from experts representing European cities, research organisations and industry, including:

  • Peter Staelens, Head of Mobility at Eurocities, representing the GOLIA project
  • Yasemin Us, Growth Marketing Management Team Leader at ADASTEC
  • Oriol Flix Viñas, Manager & Technical Expert for CCAM Homologation at Applus+ IDIADA, representing the CHORUS project
  • Alberto Bellini, Head of Innovation & Marketing at SWARCO

And it was moderated by Louison Duboz (PAVE).

A central theme throughout the session was the collaboration between the Horizon Europe projects CHORUS and GOLIA. By combining expertise on safety validation, governance models and real-world implementation, the projects demonstrated how harmonised approaches and multi-level governance can support the safe, trusted and human-centred deployment of CCAM solutions.

The session also highlighted the importance of continued collaboration between European projects, cities, policymakers and industry to create resilient governance frameworks that accelerate innovation while addressing societal needs. These collective efforts contribute to building a safer and more sustainable mobility ecosystem for European cities.
